O.Okis, Head of the National Service of Mediation and Reconciliation, informed the Committee members about the basic areas of the organization´s activity. He stated that for 11 years of activity, the National Service of Mediation and Reconciliation had settled 1543 collective labour disputes and 3812 demands set by the hired employees and trade unions in collective labour disputes.
The reporter stated that arrears in wages amounting to UAH 6 billion (54,3% of the total amount of the arrears) had been repaid owing to the efforts of the Service during the settlement of collective labour disputes and their prevention. The arrears in wages were the basic reason of the conflicts in the labour collectives.
The Committee members analyzed the reasons of collective labour disputes origination and outcome of strikes and collective suspension of work. They stated that arrears in wages, low rate of repayment and violation of terms of payment conditioned the conflicts between the employers and the employees.
The Committee recommends that the National Service of Mediation and Reconciliation jointly with the representatives of the social dialogue parties sets up a working group to draft the Bill on Amendments and Supplements to the Law "On the Settlement of Collective Disputes (Conflicts)".
